Mr. Moore expressed the appreciation of the Guilds for the provision which has now been made by the Hong Kong Government and also for the announcement by the Government that this provision is not intended to relieve shipping companies of their responsibilities. He submitted however that this provision is not adequate. He agreed that the responsibility should rest on the Companies but he urged that the Government should bring pressure to bear on the Companies to insure their crews adequately. The Guilds had had recent correspondence with certain of the Companies, which however had declined to take any action.

It was however decided (with the assent of the representatives of the Guilds) that in view of Mr. Logic's statement, the recommendation should be deferred until it is known whether the experiments with automatic apparatus are successful or otherwise.
A vessel fitted with much apparatus was new on its way to India, and on its return it would be known whether it could be regarded as sufficiently effective to be licensed by the Board of Trade.
