With reference to your memorandum of the 20th December last, and to the letter dated 17th instant (16717/24 P.0. reference 121688/23) from the Under-Secretary of State for the Colonies to the General Post Office, (a copy of which has been received by this Department) a copy of a telegrem received from the Board's Architect at Shanghai is enclosed for the information of the Post Office.

2. A copy of the further report referred to in the telegram will be sent to the Post Office on receipt.
