We have the honour to acknowledge the receipt of your Confidential letter No.25152/1924 of the 17th instant, and in reply to state that the information given by this Company's Superintendent to H.E. the Governor, Hongkong, was strictly in accordance with the Regulations of the International Telegraph Convention, Articles 1 and 2.

Whilst having every desire to render the assistance asked for, we consider that the Company should be safeguarded against consequences which may arise through a breach of secrecy on its part.

We would suggest your instructing H. E. the Governor to order our official at Hongkong to produce to his authorised officer such cablegrams as are required, and we, on our part, will instruct our representative to comply with such order.
