the grilles, the proper location of the passengers-and correct posting of the guards were observed, the ships officers could not be taken by surprise, and would really have a chance of offering effective resistance.
There was then a general discussion as to the possibility of increasing the Naval patrols. Captain Tomkinson explained the present position. There are four of His Majesty's gun-boats engaged on this duty: in addition four launches have been fitted out by the Hong Kong Government with Civilian crews and commanded by Naval officers with Naval guns crews. Also the reserve gun-boat has been commissioned with crew lent from one of His Majesty's ships on the station. Complete naval crews for the launches and for the reserve gun-boat are now on their way out from England. It would be quite impracticable for the Navy to maintain such an extensive system of patrols that river
steamers would always be safe from piracy. Even an extension of the existing measures would take a considerable time (for vessels to be built, crews to be found etc.) and would require a supplementary estimate.
Mr. Waterlow expressed the view that the situation
is not so serious that any such extension of the naval
provision is required at present. If, however, the measures already adopted (i.e. cooperation with Chinese authorities in raiding pirate strongholds, extended patrolling by the launches now being fitted, and the employment of trained guards on the ships) do not produce
the desired effect, then the provision of further naval forces should be considered.
Mr. Fletcher then raised the question whether
it should not be made compulsory for all river steemers
to be equipped with wireless apparatus. It was agreed that, if this could be done, the chances of capturing a gang which had made a piretical attack would be greatly increased and moreover that the knowledge of the existence of wireless apparatus would act as a deterrent.
