55. No order of any kind whatsoever shall be given, and no threat or inducement, direct or indirect, shall be made or held out, and no pressure shall be exerted and no advice shall be offered, which might have the effect of influencing the master, officer, guards, or crew of any ship to fail to observe any of the provisions of these regulations. If any such order, threat or inducement be given, made or held out to the master or come to his knowledge he shall report it to the Harbour Master at the first opportunity.
56. The owners, agents, charterers and licensees of every ship, and their servants and employees, and the master and crew of every ship, shall use their best endea- vours to assist in the carrying out of these regulations, and shall commit no act of omission or commission which may tend to prevent any of the provisions of these regulations from being properly carried out.
57. These regulations shall apply to every ship pro- ceeding or intending to proceed on any such voyage as is referred to in section 3 of the Ordinance and to every ship which has made any such voyage and is returning or is about to return to Hongkong.

THE PIRACY PREVENTION ORDINANCE, 1914,
It is hereby notified that the Governor in Council has under the provisions of section 20 of the Piracy Prevention Ordinance, 1914, Ordinance No. 23 of 1914, granted exemption from the provisions of such Ordinance to every ship which does not embark any passengers at Hongkong unless the last port of call of such ship was Hoihow or Kwong Chau Wan or some other place within the danger zone as defined in Regulation No. 21 of the regulations made by the Governor in Council under the provisions of the said Ordinance and published on pages 155 to 465 of the Regulations of Hongkong, 1914.

No. 549.--It is hereby notified that His Excellency the Officer Administering the Government has, under the provisions of Section 21 of the Asiatic Emigration Or- dinance, 1915, appointed until further notice the Ships Surgeons for the time being, being duly qualified persons, of all ships in respect of which special licences have been granted under Section 14 of the said Ordinance to be medical officers for the purposes of Sections 25 to 29 of the said Ordinance.

No. 26. It is hereby notified that instructions have been received from the Secretary of State for the Colonies to the effect that emigration of Chinese subjects from Hongkong to Cuba and Mexico should not be permitted without the full approval of the Government of China and the Governments of Cuba and Mexico respectively.
These instructions do not apply to Chinese who have lived in Cuba or Mexico, and who are in possession of documents authorising their return to those countries.

No. 237.--With reference to Government Notifica- tion No. 26 published in the Gazette of the 21st January, 1921. it is hereby notified that the Mexican Authorities refuse admittance to Mexico to any Chinese emigrant not in possession of one of the following documents :
(a.) A passport issued by the Mexican Foreign
Office.
(b.) A passport issued by the Chinese Chargé d'Affaires resident in Mexico and visued by the Mexican Foreign Office.
(r.) A passport issued by the Chinese Foreign Office at Peking and visaed by a Mexicau Consular official.
