Ref. Enclosure (a). This document (as well as the subject of Hiracy generally) has been the subject of very exhaustive comment in the European press on the China coast which, in complete agree- ment with public opinion, severely condemme the supineness of the Hongkong Government and the impracticable measures adopted by it to cope with the ever increasing campaign of lawlessness with ita constant menace to the safety of life, limb and property.
