With reference to War Office letter
No. 083, 5445 (.1.2.) dated April 4th, and Colonial Office repo.16323/1924, dated April 12th, 1924, I am commanded by the Army Council to ask if
Mr. Secretary Thomas has as yet been afforded an opportunity of discussing this matter with the Governor of Hong Kong, and further, if such opportunity has not yet arisen, to request that they may be informed of the period likely to elapse before this question of the Intelligence Organization in Hong Kong can be settled.
I am to add that despite the views expressed in paragraph 5 of their letter of April 4th, 1924, the Army Council will welcome an Interdepartmental Conference if the Secretary of State for Colonial Affairs is still of and opinion that a free exchange of views is necessary, would assist him in determining the nature of the scheme to be put on trial.
