At Sir Malcolm Delevingne's direction,

Mr. Perrins of the Home Office came here on Tuesday to discuss the possibility of pressure

being brought to bear on the Indian Govt., to

remedy what Sir Malcolm Delevingne considers

to be a very serious situation as disclosed

by the reports from Hong Kong.

The Home Office consider that the gist

of the Indian Govt., reply is that since Indo-

China appears to be supplementing its supplies from India by large purchases of chinese opium it cannot be contended that the exports of

Indian opium to that country are excessive.

The Home Office regard these arguments ae specious, to put it no stronger. I pointed

out, however, that in paragraph 3 of the/letter from the Govt. of India they state that no

opium is allowed to be exported from Calcutta
