American delegation to Becond Opium Uonference new proceeding at Geneva have submitted body of proposals including two which British delegate considers to be outside scope of amference. Object of conference is to consider measures to limit (1) manufacture of morphine, heroin, socaine, etc., (2) amounts of raw opium and soon leaf to be imported for manufacture and for other medicinal and saientific purposes, and (3)

production of re opium and aoaa leaf for export to amount required for medicinal and scientific purposes. American proposals in question are (1) that the contracting parties shall omtrol the production and distribution of raw spím so that there will be no surplus available for curposes not strictly medical or scimtifiej and (2) that the contractingḍparties in whose territories the use of prepared opium is temporarily permitted shall agree to reduce importation by 10% each year se bring use of opium to an end within 10 yearE.

of these (1) raises the question of domestic
