No.36 of August
13th sonserning the shipment of mxitions to Canton
by the Norwegian Steamer "Bay", I have the honour to report
that the total acualgament, sa given in the Permit originally issued by the Canton kuthorities (s00 telegram of August 11th midressed by Senior Consul to Dean of Diplomatis Body), sonsists of 4850 rifles and 1,150,000 rounds of amem.nition; 4,831 automatže pistols fitted with stock, and 2,060,000 rounde; and 660 revolvers, large and small, with 164,800 roundas 1189 cases in all. It seems, however, that much larger quantities then the above were motually shipped. I have authoritative evidence of a wide-spread
sonspirasy ia sommestion with the deal,
Chan Lim-Pak, the compradore of the Hongkong and Shanghai Bank in Canton, besides being a wealthy merekant, in the Gemandent of the Hershant Volunteers He is alleged by the present mthorities to be an adherent of cy' Chiung-Xing, but his avoved sim, as expounded by him to me on more than one essation, is to free Canton, through the sodium of the Volunteers, from the military domination of either party,
Bir Ronald Maslony, K.C M10.
