With reference to my
gram No.86 of August
15th concerning the shipment of munitions to Canton by the Forwegian Steamer "lay", I have the honour to report that the total som si gument, as given in the Pernd. ₺ originally issued by the Canton Authorities (zoa telegram of August 11th addressed by Senior Consul to Dean of Diplomatie Body), consists of 4850 rifles and 1,150,000 rounds of ammunition; 4,551 automatie pistols fitted with stock, and 2,060,000 rounds; and 660 revolvers, largs mad small, with 164,800 roundai 1189 cases in all. It room, however, that maal larger quantities than the above were no tually shipped. I have authoritative evidence of a wide-spread
conspiracy in somastion with the deal.
Chan Lim-Pak, the compradore of the Hongkong and Shanghai Bank in Canton, besides being a wealthy merekant, is the Commandant of the Merchant Volunteers, Eo is alleged by the present authorities to be an adherent of Chꞌan Chiung-Ming, but his avored ain, expounded by him to me on more than one occasion, is to free Canton, through the medium of the Volunteers, from the military denisation of either party, to
