with referense to my telegram No.245 of

September 5th I have the honour to transmit to you

herewith copy of a despatch of the flat ultima which I have received from His Majesty's Consul-General,

Canton, containing an interesting review of the

circumstanses attending the shipment of arms to that sity by the Norwegian steamship "HAY". It would be

well that I should here resall the fast that Morway is

not a party to the China Arme Embargo Agreement.

The vessel arrived in Canton from Belgium on

the 10th ultimo with a large supply of arms consigned

by Alfred Bleymiller of Antwerp to the German firm of

Sander Wieler, Canton, who were acting on behalf of

the Canton Merchant Volunteers. This corps appears

to have been originally formed for the mintenan CO of order in Canton, but it is clear from ir, Giles'

despatch that the members of this organisation had become disgusted with their treatment at the hands of Deoter Sun Yat-sen and his satellites and with the abuses of his

régime and that the Commandant, one Chan Lim-pak, Compradore of the Hongkong and Shanghai Bank, evidently intended to secure the arms for his Corps with a view to overthrowing the present Canton administration and freeing the city of the Yunnanese troops and other hired mareenarios.
