Your telegram No. 92.
Consul General Canton telegraphs that forcible
seizure of customs by Sun Yat-sen is again contem-
plated.
This information is corroborated by Inspector
General of Customs who further states that Sun Yat-sen
intends to declare Canton free port. Sun Yat-sen's
threat is presumably connected with loan issue reported
in my telegram No. 282.
In the event of such events being confirmed I
have to request your authorization, in conjunction
with my colleagues, to request naval authorities to
despatch some war vessels again to Canton in order to
renew nevel demonstration and to adopt same measures
as appeared (? group omitted) in December last year.
