I have the honour to inform you that the Swatow

as a British Subject H.B.M. Consul does not recognise me according to my Certificates which are granted by the Tamsui

Consulate.

He said it is according to the recent regulations of Great Britain. However, he should have notice me first in order that I have some time to prepare the closing of my business which are registered formerly as British concerns and also to prepare what are nece geary for my future living and shows me the right way to do in China afterwards. But on the contrary he noticed the Chinese Government first to arrest my man and myself and also wants to fine me several thousand dollars for being deceiving the Government with my nationality for the past three years.
