The aggregate amount of cocaine to be manufactured in any one year shall not exceed the figures prescribed in article 1,

Subject to the provisions of article 7 of the Convention, the mount of cocaine to be manufactured in any one year shall be dis- 'tributed bọtween the States which now manufacture cocaine in the
following proportions:

Artiale 4.
With a view to proventing the illicit manufacture of soosino, oach of the States mentioned in Article 5 agraes, as far as it is
concerned,
(1) to limit its anual imports of the raw material viz., cocs leaves or orude cocaine, for the purpose of the manufacture of cocaine Within its territorical limits, to the quantity required for manufactuzo ing the amount of cocaine fixed for that State under Articlo 3;
(2) to prohibit the importation of raw material which ocmes from
or is the produce of any Statɔ which is not a party to this Convention.
