Inasmuch as any of the countries expre sely mentioned in

Article 3.
The High Contracting Partios shell institute a per- manent Committee composed of members of whom an equal number shall be appointed by either party.
This Committee shall regulate all matters com cted with the performance of this agreemont and shall meet at
least once a year.
