§ XIV. The objectiona against i Brenier'a proposal Wore

The system is not in conformity with the object of

The measure of internal control proposed was very

elaborate and on different lines from the sohemes of control which were already adopted in some countries, such as Great

Britain, end which were working satisfactorily.

Inasmuch as the latter countries are producing countries, they would not be forced as was contended to limit

trade would consequently show more activity.

The proposal atarts from the supposition that the illicit trade gets its material from the visible traffic, whilst a great deal undoubtedly comes forth out of the invisible traffic, which would not be hit by this control and would even

actually be stimulated by it,

5. As for the establishment of new factories the increase of prices of the raw material to be expected from the measures would certainly make that establishment realigable.

6. It was pointed out that a difficulty would arise in rogard to the amount to be fixed by the Government for importa-

tion for purposes of export trade,
