I am directed by His Excellency the Governor in

council to reply to your letter No. 6, dated 13th May 1884, regarding the status of Persian subjects in ritish

territory.

2. The points raised by you are (1) whether

Government can grant certificates of naturalization to

Persian-born subjects domiciled in British-India, and (2) whether children born in British-India of Persian

parents can be considered natural born British subjects.

3. These points were referred to the Government of

India, and their decision is as follows:-

(1) The Government of India can grant certificates

of naturalization to Persian born subjects domiciled

in British-India under the provisions of Act XXX of

1852, and the treaty of 1857 does not preclude such

a course of action; but they are of opinion that a

Persian subject, to whom a certificate of naturalization

has been given by the Government of India cannot

on his return to Persia, claim as against the Persian

Government the rights and privileges of a British

subject.

(2) Persons of Persian origin, born on British

soil are British subjecta, If however such persons,

notwithstanding their birth out of Persian dominions,

are,
