A consignment of arms shipped by a German
firm on the Norwegian Steamer S.S."HAV" arrived in
Canton during the month. The consignment was declared
to consist of:-

Ammunition for same. 164,000 rounds.
The shipment was consigned to the Merchant Volunteers at
Canton, but was seized by the Kwangtung Government on
the grounds that the permit secured by the Volunteers
for this importation of these munitions was obtained by a
false manifest. No definited information has been
recieved but it is believed the consignment included
a number of machine guns (about 100), some 47 m.n.
mountain guns, and the parts for two aeroplanes.
arms are understood to be of various countries' makes,
and to have been purchased in Belgium. NOTE As neither
Germany nor Norway are signatories to the Arme Embargo,
the "HAV" consignment was openly declared and shipped
to Canton as munitions of war,
