We beg to enclose herewith a licence for 200 cases Persien Opium and shall thank you to kindly band the same back to the Hongkong Government.

For your information we beg to inform you that the Hongkong Government have flatly refuged to grant a licence for 200 cases Opium to Messrs. H.M.H. Nemazee & Co.,

in spite of our expressed information to the Government

that we are to buy the Opium in question from Messrs.

Namazee & Co., here to appropriate the same to our Contract

with the Formosan Government, and that, under the circum- stences, we have failed to close the business with the

Formosen Government,
