At the request of Mitsui Bussan Kaisha, Hongkong, I have the honour to transmit to you herewith enclosed a Licence which was issued sometime ago under Opium Ordinance, 1923, and which Mitsui desires to return

to the Hongkong Govemment on account of its failure to

make use thereof,

In this connection I take liberty also to

enclose a copy of Mitsui's letter accompanying the returned

Licence. Meanwhile I am telegraphically instructed by His

Japanese V's. Minister for Foreign Affairs to explain to

him how it was that the party from which Mitsui expected

to buy the opium in question was not granted a licence to sell, tius making the one given to Mitsui practically

useless.

I shall be highly obliged to you if you will kindly enlighten me regarding the matter, so that I may

report to the Foreign Minister.
