of correspondence with the Japanese Consul-General regarding the issue
of a licence to the Mitsui Bussan Keisha to meke arrangements for the purchase of 200 chests of Persian opium on behalf of the Jepanese Government, end the refusel of a corresponding licence to the firm of Mr. H. M. H. Nema zee to sell the
opium in question.

I refused to issue a licence to Nema zee
because, having regard to what is known and to the great
deal more that is suspected of the nature of his operetions,
I did not consider that his firm could any longer be regard-
ed, in the words of your telegram of the 18th of November, as one of "known probity and good standing". You will,
I feel sure, share my views on this point.
