With reference to the letter from this Department of the 10th December, enclosing a paraphrase of a telegram which was despatched on the 5th December to the Governor of Kong Kong in consequence of the suggestio made by the Governor of the Straits Settlements for the suppression of the Falayan branches of the Kuo Win lang, I am directed by Mr. Secretary Amery to transmit to you to be laid before the Army. Council; the accompanying paraphrase of a telegram which has been received in reply from Sir E.Stubbs.

Ir.Amery will be glad to receive in due course the observations of the Army Council on the suggestionu made in the last paragraph of the letter from this Department under reference.
