Many thanks for your letter about the Hong Kong shipping control profits. The offer is opportune indeed. I think if it can be confirmed we need have no scruples over waiving our objections to the Kowloon scheme. We

cannot, of course, be expected to do anything to

prejudice our undoubted rights in the matter without a

firm offer from the Colony. On the other hand, I think

you will agree that it is undesirable that there should

be any overt indications of this quid pro quo having accompanied the gift, as it would thereby be the less. inspiring as an example "pour encourager les autres".
