Dear Wicks,

1 enclose a copy of a telegram which has been received from the governor of Hong Kong about the present

activities of Major Cassel. We have made enquiries of the

Foreign Office and are informed that Major Cassel had Foreign

Office support for his 1920 concession but the Foreign Office

know nothing of his present activities. Perhaps you would

be good enough to let me know whether Lord Curzon wishes

any thing added in case Major Cassel is making use of Lord

Curzon'a name otherwise than in his capacity of former

Secretary of State for Foreign Affairs.
