The proceedings of a Medical Board assembled at the Civil Hospital, Hongkong, on the 4th February, 1924, for the purpose of examining and reporting upon the present state of health of P.C.A4 Edward P. Rowe of the Police Department.

The Board having assembled proceeded to elamine P.C .44 Edward P. Rowe and consider that he appears to be mentally unstable at present and that recently owing, apparently, to the very slight excitement caused by a short administration of nitrous oxide gas (during a dental extraction) he became temporarily insane. It was found necessary to detain him in the Asylum for 10 days. He was for 2 days in a depressed state with marked tendency to suicide.
The Board consider that he is peculiarly unsuited to the duties of a Police Officer as any of the ordinary emergencies which must arise in his work is likely to unbalance his mind and cause him to act in a highly detrimental manner. The Board consider he is unfit for further service.
