they are youths without experience and therefore cannot be fitted into an existing appointment but they are of a good type and with a few years training in departmental work will develop into just the kind of officer that we require for such posta as those dealt with in this despatch. Mr. Kerr, who was recently engaged by you, on the recommendation of Mr. Fletcher is a case in point.

64.. It may be convenient to refer in this conection to another change which I propose should be made in the Estimates for 1926, namely that the Asiatic clerical staff should as in Ceylon be provided for under a separate heading instead of as at present under the various departments. This arrangement would considerably simplify accounting and would show much more clearly than at present the cost of this staff and enable a better check to be kept both on salaries
