in the lists attached. There are indications that it may be necessary to add a few additional posts to the list in the near future owing both to the expansion of the Colony and to the desirability of restricting technical officers as far as possible to the performance of duties for which they are specially qualified and relieving them of financial and clerical work. Apart from this, in order to provide reliefs for the twenty-three officers enumerated, provision should be made for say four additional appointments. The mumber of posts for which provision would be required in 1926 need not however be settled until the Estimates for 1926 are under consideration.
58. I suggest in the meantime that the following scales of salary should be adopted for future appointments, and that the existing scales should be made to conform with these as the present officers leave the service or are
promoted:
Special Appointments

£600 to £800 by £20 annually
Class I

2500 to £590 by £15
Class II
£400 to £480 by £10
Class III
Learners
· £200 to £350 by £10
- #75 to 100 a month.
In Class III officers with special qualifications or experience would be allowed to enter the class at appropriate
positions on the incremental scale. The class of "Learners"
is intended to provide for the possibility of engaging European youthe locally and training them for appointment to Class III. Cases are not infrequent in which sons of
subordinate Government servants and others, who have local ties and are therefore willing to make their homes in the Colony, apply for employment under Government. As a rule
they
