It is obvious therefore from this and from the statement in
the appeal that the founders intended the Church not only for
Seamen but also as a district Church for West Point.

The Church was thus designed to meet two objects:-
(a).
A Chapel for the Sailors' Home.
(b).
A Church for the use of residents in the
immediate district.
It is also clear that a separate Committee, though closely related at its inception to the Sailors' Home, was constituted to control the Church, and that this Church Committee
(1). Received a site from the Sailors' Home Comittee,
for the erection of a Church, with the sanction
and financial support of the Government.
(2). Received money from the Bishop, the Margessor.

From 1871, when the Church was built, to 1898, the Church was managed by this Church Committee, and received a certain amount of support from the Sailors' Home Committee. In 1895, at a public meeting, the Harbour Master, who had been chiefly responsi ble for the management of the Eome, considered that the Home had no responsibility for the Church and that it (the Church) should be run as a separate unit.
Altho' this view was not upheld by the meeting, the Missions to Seamen came te Hongkong and assumed control of the Church
in 1898.
