a portion of a memorandum draw up in 1922 which gives the early history of the Church. Some years ago the Bishop of Victoria wrote to the Government regarding the removal of the Church to a quieter site as the tramway passed within a few yards of it and the neighbourhood had become very crowded. No other site could be found at the time but on the return from leave of the present Bishop I intend to take the matter up again. It is obvious, as you will see from the plan enclosed, that the Church must be moved as it
occupies a large portion of the very valuable frontage on Des Voeux Road West. I should be glad to have your approval of the payment of a sum not exceeding $50,000 to the Bishop of Victoria for the erection of a new church and of the
grant of a suitable site on the usual terms either in the West or East of the City of Victoria as may be considered
best by the Diocesan Authorities.

Plan C.
I enclose the following plans;-
A general plan of parts of Victoria and Kowloon
showing the situation of the present site of the
Sailors' Home and the proposed site.
The present site of the Sailors' Home.
The proposed site.
It will be seen from plan (A) that the new site lies between the existing wharves for ocean ships and Hung Hom Bay where it is proposed to build extensive wharf accommodation. The land to the east of the site will be
made into a public garden. It is proposed to use the southern portion of the present site (plan B) for a new police station to take the place of the present No.7 Station shown on the plan which has become quite inadequate for the number of police now required in this neighbourhood.
The new site (plan C) is part of the land acquired by the Government in 1911 for the railway terminus, but the terminus was moved to the south side of Salisbury
