GOVERNMENT HOUSE,
HONGKONG. 19th September, 1924.
I have the honour to forward for your
information a copy of a letter addressed to the Crom Agents with reference to recent appointments of surveyors for service in this Colony.
Three further men who have since arrived
Iles Messrs. Bell, Rogers and Carter (Crow Agents References
21099M 12368-12370), are equally unsatisfactory.
2047 gogs is essential in this Colony, in the setting out of a curve,
It would appear that instrumental work, which
the taking of a level section and contouring, was practically
unknown to these men when they arrived. I understand they
were employed in England, except when in the office, entirely
on revision work, the only instruments required being
ranging rods, chains and tapes. This elementary training
is insufficient for work in this Colony, and it would appear
that the nature of our requirements has not been understood.
In my despatch No.192 of the 30th May, 1923, particulars of 23 the qualifications required were forwarded and I would lay
stress on the fact that a knowledge of the use of a
theodolite is essential.

The men who have been appointed, though
untrained, are anxious to learn and most of them work hard,
THE RIGHT HONOURABLE
and
