With reference to the memorandum which you left with me on the 15th August, I am directed to inform you that His Excellency the Governor will refer to the Secretary of State for the Celonies the question raised by the Imperial Japanses Goverment regarding the certificates required under Section 4 of Sub-section 4 of the Opium Ordinancs 1923.
In the meantime it is regretted that no alteration can be made in the present procedure with regard to these certificates.
