Memorandum.
The Imperial Goverment has taken notice of the correspondence which passed some time age between the Japanese Consul-General and the Honourable Colenial Secretary, with regard to the certificates required under Section 4, Sub-section 4 of the Opium Ordinance 1923 (see Japanese Consul's letter dated May 23rd, 1924 and Celenial Secretary's letter No.2903/1924 dated the 2nd June last), and has now telegraphed to the Japanese Consul-General to the fellowing effect;
The Imperial Government desires to be informed of the reasons why the Hongkong Government can not accept the certificates of the local Japanese Consul, and also directs Mr. Takahashi to make inquiry of the Hongkong Government as to whether the latter Government, with a view to affording facilities to the business people concerned, will not recognize, as it formerly did, the Japanese Consul's certification as equivalent to the visa of a British Consul in Japanese territory.
In case the Hongkong Government be unable to reconsider, the Imperial Goverment also desires to ascertain if it is the intention of the Hongkong Government not to concede any facilities in connection with transhipment at Hongkong even in cases where the local Japanese Consul will have received telegraphic authorisation from His Majesty's Minister for Joreign Affairs to give a necessary certificate.
