The Attorney General, Mr. Kemp, recently visited Peking on vacation leave, and advantage was taker of his visit to discuss the question with the British Authorities at Paking and Shanghai, No very definite conclusions resulted from the discussions in Peking. A memorandum prepared by Mr. Barton, Consul-General et Shar on the Conference held later at Shanghai is enclosed.
