I have the honour to transmit a copy of a resolution moved by the Honourable Mr. P. H. Holyoak and a copy of the press report of the speeches delivered thereon by Unofficial Members at a meeting of the Legislative Council held on the 31st July. The report is not quite full and the official report will follow later.

I am assured that the opinion expressed by the Unofficial Members represents the views of a very large number of persons, who strongly resent the attacks which have been made on this Colony. It is very desirable, in order to placate public opinion, that the proposed Commission should include somebody who has an accurate knowledge of
the facts of the situation here.

Dr. F. 0. Stedman, Bramcote, Weybridge, who was for
over 20 years a member of a firm of private medical
practitioners in this Colony, and retired in 1918;
Dr. J. 1. C. Johnson, until recently Principal Civil
Medical Officer in Hongkong;
Mr. E. A. Irving, who recently retired after some 23
years service in the Colony;
