Even apart from the rapid growth of the Colony more systematic inspection and supervision of the electric lighting of both Hongkong and Kowloon is in my opinion necessary. Several fatal accidents have occurred within the last few months owing to faulty construction or workmanship in connection with the distribution of electric current; and it is at least possible that one or two recent serious fires in crowded parts of the city have been occasioned by deficiences in the electric lighting

arrangements.

There is also continually increasing work

to be done in connection with telegraphic and telephonic communications in both urban and country districts, due to better police arrangements, increased numbers of fire stations, etc., and with the installation and maintenance of lifts, lighting, and tans in Government buildings.
