Owing to the disordered in the neigbouring provinces, it is

probable that some "mui-tsai" have been brought in to the Colony by masters or mistresses who have come to find temporary refuge in
Hongkong.
It has been an old Chinese custom to provide a newly married woman with a "mui-tsai" who accompanies her to her new home as
this her personal servant. Since the passing of this ordinance, custom is said to be dying out in Hongkong, and instead of a "mui- tsai" the bride is presented with money to engage a servant on a regular wage, Apart from such special cases, moreover, there is a general tendency to engage "chii-nin-mui" or servants on a wage
agreement.
During 1923 there were 5 prosecutions on charges of cruelty under ordinance No.9 of 1913.
In at least one of these cases it appeared that the girl was not a "mai-tsai“. One of the defendants had her bail estreated; one was bound over, two were fined, and one (a male) was imprisoned in addition to being ordered to pay compensation. There were no prosecutions under ordinance 1 of 1923.
"Hui-tsai" in this colony are well aware of the solicitude on their behalf which has found expression in the ordinance under
review.
The attached cutting from the Hongkong Daily Press of May 12th. 1924 is interesting, as it purports to record an unofficial view of the working of this ordinance.
