I am directed to acknowledge the receipt đ your letters of the 13th March and 26th March relating to the Piracy Regulations.
In the letter of the 13th March the Guilds take exception to the Police Department performing maritime duties, which it is suggested should be entirely in the hands of the Navy. In the letter of the 25th March the Guilds draw attention to their previous resolution that all arMS and armed guarda required by the Piracy Regulations be removed from every vessel.
Your two letters were referred to the Commodore with a view to ascertaining the amount of protection that the Naval Authorities can afford in the combatting of piracy. The following is a statement of the position:-
The Secretary,
At the present time there are five gunboats in commission but of these, one, H.M.S. "Moth", is only temporarily commissioned with a crow from a light cruiser (whose efficiency is accordingly impaired) and may have to be paid off at any moment, and a second, H.M.8. "Moorhen" has recently commenced a long and important refit which will last between 2 and 3 months.
