Sir,
I am directed to inform you by the members of these Guilds that very strong exception is taken to the
Police Department performing those maritime duties, which should be left entirely in the hands of the Navy, the
only competent body to deal with piracy prevention outside the waters of the Colony.
With the object of alleviating the greatest grievance of the already much burdened members of these Guilde who daily pass through the danger zone and for reasons set forth in the Guilds letter of February 4th
1924, this protest is now made.
The Honourable
The Colonial Secretary,
Hongkong.
I have etc.,
(Sa). T. T. Laurenson,
Assistant Secretary.
