Sir, --I am directed to inform you that, with the approval of the Secretary of State for the Colonies, the Malayan Governments have for some time past been considering a scheme for determining the salaries and relative seniority of ex-service Cadets who were appointed to the Malayan Civil Service under the "Reconstruction

Scheme of Selection."

2. The object of this letter is to communicate to you and to explain the decision which has been arrived at.

3. It may be advisable to set forth at the outset the ordinary regulations governing the pay and senbority of officers on their appointment to the Government service. These are that

and

(a) all officers start at the bottom of the salary scale

prescribed for their appointments,

(b) officers recruited by competitive examination take seniority by the order of passing the examination, (c) officers not recruited by competitive examination

take seniority "by the date at which they begin to draw any salary of their new office (1.e., The date of their embarkation) or, where two or more begin to draw such salary on the same date, by the data of the letter from the Colonial Office confirming the selection 4. The difficulty as regards (a) in relation to ex-service Cadets is that, whereas the normal regulations for Cadetships post- ulate a maximum age of 24 at the date of examination, a number of ex-service Cadeta were in excess of this age on their recduitment, and so would, if (a) were applied, draw salary throughout their
