I have the honour to transmit to you the
enclosed letter from Mr. R. A. D. Forrest, a Cadet Officer,
claiming that he is entitled to a higher rate of salary than |
has been granted to him.

Mr. Forrest bases his claim on certe.in
passages in a leaflet entitled "Reconstruction Scheme of
Selection for certain appointments in the Home Civil Service,
Indian Civil Service, &c." issued by the Civil Service
Commission in October 1919 and in another entitled "Notes
on Reconstruction Regulations for the Class I Group", which
was issued by the Civil Service Commission in January 1920.
I have no spare copy of the former document but it will no
doubt be readily available in the Colonial Office: a copy of
the second document forms enclosure C to Mr. Forrest's letter.
I have called Mr. Forrest's attention to the
fact that the date of the earlier of these two leaflets is
considerably later than that of his appointment. Hie
explanation is that he had, when a candidate, a similar
notice (presumably an earlier edition) and has referred to
the October edition as it is the only one to which he now
has access.

I am unable to agree with Mr. Forrest'e views.
