We believe that his figures are much too high seeing that the land 'boom' has already passed its zenith and considerable reductions in market prices may be enticipated long before we are able to dispose of any large port of the surrendered lends but we recognize that his task must have

been one of exceptional difficulty.

I desire also to express my keen appreciation

of the hard and continuous work done with his accustomed efficiency and cheerfulness by Mr. A. G. . Fletcher, C..G.,

C.B.E., on behalf of this Government and

end or the assistance readily afforded on all occasions by Colonel C. W. Davy, C.M.G., R.E., Chief Engineer of His Majesty's Forces in Chine, whose recent retirement is much regretted by the

numerous officers of this Government with whom his duties

have brought him into touch.
