I have the honour to state that the question
of the removal of the Green Island Cement Company's Works
from Hung Hom has been under the consideration of Govemment for many years, owing to the fact that dust and smoke from the Works are carried by the prevailing East winds over the peninsula, polluting the air throughout a large ares of the residential portion of Kowloon and creating fog over the
whole district on the numerous days when the humidity is
high. The present position of the Cement Works is shown on
the enclosed plan.

Various attempts have been made to induce the Company to install more up-to-date machinery so as to lessen the nuisance, and though something has been accomplished, no satisfactory solution is possible so long as the Works remain in their present position. On the other hand with the rapid expansion of Kowloon the question
is becoming more important both from a public health point of view, and also because the smoke and dust nuisance lessens the value of all residential property affected and entirely prevents the development of large areas
otherwise suitable for the building of houses.

The question of restraining the Company,
either by means of the existing or an amended law, from carrying on their business to the annoyance of the public
