With reference to the Duke of Devonshire's Confidential despatch of 21st December, 1923, I have the

correspondence with His Majesty's Divisional Architect at Shanghai on the subject of the Post Office building at
Shanghai.

You will observe that in order to effect a
prompt settlement I have offered to forego a considerable amount of what I consider that this Goverment might reasonably claim and I hope that the Office of Works will accept the suggestion now made.
3.
Should they not be willing to do so, I would suggest that the question of interest should be referred to the Comptroller and Auditor-General by whose decision I am ready to abide: but in that case this Government would reserve the right to make the further claim in respect of the loss on the working of the Postal Agencies in 1910, which in the last paragraph of my previous despatch I offered 7605 to waive subject to the early payment of our other claims.
