particulars of this appointment to the Central Committee in Canada, asking them if they can do anytning to find a man, though their action would be limited to finding a graduate of one of the universities which are comprised in the scheme. If Major Furse is to take any such action he would like a rather fuller memorandum embodying particulars of the post than is given in 48837/23. For instance, in para. 3 of the paper of particulars on that paper it is suggested tnat the Crown Agents should explain fully the Regnt Regulations to candidates before appointment. These Regulations would, of course, have to be summarised in the memorandum. Major Furse would also like some information (which we might possibly get from the Crown Agents) jaa to what membership of the R.I.B.A,
means, whether by way of certificate, or otherwise whether membership extends to Canadians, and, if not, what is the corresponding Canadian qualification,
It seems to me a little doubtful whether it would be any use referring tais out to Canada and in any case the
selection of a candidate in Canada
would probably take some time. I should therefore be inclined to let the Crown Agents try again with the higher initial salary of £500 suggested by the Governor. After all, this is not a very great
increase on the £450 originally proposed.

Write to Crown Agents
giving them the substance of the
first paragraph of this telegram
and asking them to try again. It
might also be well to suggest to the Crown Agents that when they meet
with difficulties of this sort it
would be more convenient if they
would refer to the Colonial Office
any suggestions for modification of qualifications instead of writing
out to the Colony about it.
And tell the Governor what
we are doing, explaining that the Canadian scheme was not designed
to provide candidates for posts of tnis sort; and that in view of this,
and of the certain delay which woula
be involved, the S. of S. has preferred to adopt the Governor's suggestion of offering a higher
initial salary.
