I have the honour to inform you that on the

let December Commander C. W. Beckwith, the Harbour Master,

became incapacitated from the performance of his duties,

and as it is evident from the report of the Medical Officers

that he will never be able to resume duty I have sanctioned |

his retirement from the public service which will take

effect from the 22nd of May next. The loss of Commander

Beckwith's services will be severely felt by the Government

and by all connected with shipping in this port. Not only

in his work as Harbour Master, but in other important

matters, such as the rice crisis in 1919 and the strike in

1922, Commander Beckwith has shown great organizing ability

combined with tact, and these qualities have made his

services to the community most valuable. I enclose in this

connection a copy of a letter dated lat November, 1923,

from the Chamber of Commerce,

To fill the post of Harbour Master, I desire!

strongly to recommend the promotion of Lieutenant-Commander Conway Hake, R.N.R., whose appointment to the post of

Assistant Harbour Master was approved in Lord Milner's

telegram of 23rd August, 1920. He is still comparatively

young being a little over 35 years of age but his capacity has been amply proved during the past 3 years, He acted
