Governor's despatch of 14th September, all

officers who signed a Class I Hong Kong Agreement as did Mr Edwards, received a second class P.& 0.ail, or such other

passage as was considered suitable.

Mr Edwards' passage was booked

on 19th November, i.e.before the new

arrangements came into force.

All officers appointed by us
