I have the honour to report that owing to
the expansion of Kowloon it is becoming increasingly necessary to establish a Magistracy on the North side of the harbour, and as the buildings of the old Yeumati Police Station are now available for this purpose it has been
decided to proceed at once with the arrangements.
At present a great deal of the time of the Police Force stationed on the mainland is wasted in
attending the Police Courts in Victoria, and unnecessary expense and trouble are occasioned by the transport of the persons concerned in cases originating in Kowloon,

It is not anticipated that an additional Police Magistrate need be appointed, as one of the two Hongkong Magistrates will be transferred to Kowloon, and the remaining one will be able to cope with the reduced work in Hongkong, with the assistance on several afternoons each week of the officer performing the duties of District! Officer, Southern District.

It will however be necessary to appoint a
European officer to act as Magistrate's Clerk at Kowloon, and I shall be glad if an officer may be selected to fill this post and sent out as early as possible. No special
