the Widows' and Orphans' pensions schemes of
the Straits Settlements, Federated
Malay Stated and llong Kong should be
recalculated on the basis of new "8%
Pension Tables" and paid in the case
of pensions which commenced before
the 1st of January 1920, at the
increased rates as from that date.
3. It was also explained to you
that when this proposal was formulated
it was recognised that the calculation
of the new rates of pension as if the 8%
tables had been in operation during the
whole period of the contributions on
which the pensions are based, would
involve the conferring by the Colonial
Governments concerned on the recipients of
pensions (whether current or prospective)
of a substantially greater benefit, that
if the alternative mode of calculation
were adopted; but that nevertheless it
was the intention to invite the Colonial
Governments to adopt the more liberal
arrangement, at any rate where a
Government

4. The main question on which your
opinion was sought was whether in your
judgment the number of members of the
Hong Kong Scheme would be sufficiently
large to enable a useful investigation
of the mortality experience of the Hong
Kong Scheme to be carried out separately
from the proposed investigation into the
experience of the Malayan schemes.
5 While consulting you on this point
the Secretary of State thought that you
might welcome an opportunity of offering
briefly your observations (without
proceeding to the labour of preparing a
formal report) generally on the rest of
the despatch from the Governor of long
Kong.
