We are writing to you officially today in regard to the 0.0. letter of 22nd October (48260/23) saying that we entirely concur in the proposal
to address the French Government on the subject of the smiling of oj lum
into ong Kong from French territory.
The resort of the Superintendent of Imports and Exports of Hong FOIL.
which was enclosed by the wovernor in his confidential despatch of 16th
August, was an extremely striking document, and I should like to discuss
with Grindle and yourself its bearings on the question to be considered
at next year's Jonference on the Far Eustern question. The Juperintendenti
of Imports and exports who, as I understand, estimates that the amount of
opium annually smoked in the Colony is nearly double that sold by the
Government Monopoly, concludes that it is impossible to contemplate any
further steps towards the supression of onium in the Colony as 10 08
the supplies of Chinese opium are so abundant. I am not sure that this conclusion is the right one, and he is not confusing two different things the ossibility of surpressing opium soking in the Colony and the continence of the unopoly on its present lines. One conclusion
which might plausibly be drawn from the report is that the present system
of control is shown to be quite ineffective for its pur; ose.

The report also tend to confirm what we have reviously urged won you that much more vigorous measures on the rt of the local overment are re^uired for setting at the big people like lemasee who are behind the trade see es ecially the opening and concluding centences of the o Superintendent's report of Lot 7th.
